WASHINGTON, D.C. – Luis Figueroa, a 67-year-old resident of Washington, D.C., has been found guilty of First- and Second-Degree Child Sexual Abuse with Aggravating Circumstances. The announcement was made by U.S. Attorney Jeanine Ferris Pirro following the verdict delivered on July 23, 2026. Sentencing for Figueroa is scheduled for September 25, 2026, before Superior Court Judge Rainey Brandt, with the possibility of a sentence ranging from over 30 years to life imprisonment without the chance of parole.
According to court documents, the abuse occurred in 2017 when the victim was just six years old. Figueroa had established a friendly rapport with the victim, who lived with her family in a basement apartment of his home. Known to the young girl as “the Cookie Monster,” he exploited their relationship under the guise of friendship. In a disturbing incident, Figueroa lured the victim into a bathroom under the pretense of needing help with a broken shower, where he then sexually assaulted her.
The aftermath of the assault left the victim feeling confused and disgusted, leading her to keep the traumatic experience to herself until 2021. Inspired by others sharing their stories online, she eventually confided in her mother, who promptly reported the matter to a social worker. This led to the indictment of Figueroa, who was arrested on a bench warrant on April 3, 2024.
Interim Chief Jeffery Carroll of the Metropolitan Police Department joined U.S. Attorney Pirro in announcing the conviction, emphasizing the importance of coming forward in such cases. The prosecution was led by Assistant U.S. Attorneys Kate Ballou and Lindsey Miller, who worked diligently to ensure justice for the victim. This case underscores the ongoing commitment of law enforcement and prosecutors to protect the children of Washington, D.C., and hold offenders accountable.
