The incident occurred on Saturday, April 18, 2026, at approximately 11:11 a.m. MPD officers responded to the intersection of 23rd Street and L Street, where they found 61-year-old Dawn Ciccone suffering from critical injuries. Despite immediate medical attention from DC Fire and EMS, Ciccone was later pronounced dead at a local hospital.
Preliminary investigations revealed that a 2026 Jeep Wrangler was traveling southbound on 23rd Street when it maneuvered into the middle lane to make a left turn onto L Street, striking Ciccone as she crossed in the designated crosswalk. The driver did not stop and fled the scene, prompting an urgent response from law enforcement.
On Monday, July 26, 2026, law enforcement officials from the Capital Area Regional Fugitive Task Force (CARFTF) arrested 34-year-old Shaneia Gregnesia Lincoln of Upper Marlboro, Maryland, under a DC Superior Court arrest warrant. Following the investigation, Lincoln has been charged with Involuntary Manslaughter in connection with the incident.
