WASHINGTON, D.C. – A Silver Spring, Maryland resident, Said Nassor, 46, pleaded guilty in U.S. District Court on Wednesday to conspiracy to commit health care fraud, following a scheme that defrauded D.C. Medicaid of over $250,000. U.S. Attorney Jeanine Ferris Pirro announced the guilty plea, which was made before U.S. District Judge Emmet G. Sullivan.
Nassor was employed as a Community Support Worker beginning in August 2022 at a D.C. Medicaid provider authorized to deliver mental health rehabilitative services to youth and adolescents. Court documents reveal that from January 2022 through February 2025, he conspired with other employees to submit fraudulent claims for reimbursement, billing for services that were either never provided or grossly inflated.
Investigators found that Nassor and his colleagues were instructed to maximize billing for services without regard to medical necessity. For instance, they were directed to bill a full hour for every telehealth encounter, regardless of the actual duration of the calls. In one instance, Nassor documented over 701 hours of telehealth services for six patients, while actual call records indicated he spent only about 172 minutes with them. Moreover, he created and billed for non-existent telehealth encounters with an undercover FBI employee posing as a patient.
The investigation, which involved the FBI Washington Field Office and the D.C. Office of the Inspector General’s Medicaid Fraud Control Unit, scrutinized Nassor’s billing practices and confirmed significant discrepancies between reported services and actual encounters. Assistant U.S. Attorney Jason Facci, of the Fraud, Public Corruption, and Civil Rights Section, is prosecuting the case.
