WASHINGTON – Rocky Lee Brown, a 53-year-old previously convicted felon residing in the District of Columbia, pleaded guilty today in U.S. District Court for unlawfully possessing a firearm. The announcement was made by U.S. Attorney Jeanine Ferris Pirro. Brown’s plea comes as part of ongoing efforts to enhance public safety in the District.
During the court proceedings before Judge Richard J. Leon, Brown admitted to one count of unlawful possession of a firearm and ammunition by a felon. Sentencing has been scheduled for December 21, 2026. Brown was arrested on December 29, 2025, on the 5200 block of Hayes Street, NE, by the United States Marshals Service while he was wanted on an active warrant out of Maryland for escaping from a Bureau of Prisons facility.
According to court documents, Metropolitan Police Department officers found a loaded SCCY CPX-1 9mm pistol in Brown’s jacket pocket, containing nine rounds of 9mm ammunition in the magazine and one round in the chamber. Brown’s criminal history includes a conviction for second-degree murder in D.C. Superior Court, for which he was sentenced to 25 years in prison in May 2006. As a convicted felon, he is prohibited from possessing any firearms.
This case is part of the Make D.C. Safe and Beautiful initiative, which aims to address gun violence and enforce stricter penalties for firearms violations. The initiative underscores the commitment of local and federal law enforcement to prioritize public safety in Washington, D.C. The case was prosecuted by Assistant U.S. Attorney David B. Liss.
