(WASHINGTON, DC) – Mayor Muriel Bowser and the DC Office of Planning (OP) have unveiled a comprehensive master plan aimed at transforming the 180-acre RFK Campus along the Anacostia River into a vibrant and inclusive space. The plan, which has been transmitted to the Council of the District of Columbia for review, is set to guide the development of the site into a destination for both game days and year-round community activities.
The RFK Campus Master Plan is designed to increase housing supply, create jobs, and enhance recreational opportunities while preserving green spaces. Mayor Bowser emphasized the significance of the project, stating that it represents the largest economic development initiative in the city’s history, with the potential to create substantial opportunities for residents. The DC Council will conduct a public hearing on the plan on September 30, 2026, and a vote is expected by the end of the year.
Feedback from local residents and stakeholders has played a crucial role in shaping the master plan. During a 45-day public comment period, more than 3,000 written comments were submitted, and over 30 engagement events were held to gather input from a diverse range of voices. The finalized plan includes a development framework for four districts, along with two additional districts dedicated to parks and recreation, aiming to create a walkable and accessible environment.
Notable updates to the master plan, based on community feedback, include the integration of WMATA’s planned Gold Line Bus Rapid Transit route and enhancements to the Stadium-Armory Metro Rail station. The plan also addresses zoning, equitable distribution of affordable housing, and strategies to prevent displacement. Additionally, recommendations have been made for activating the site with community activities, food trucks, and farmers markets, ensuring engagement even before construction begins.
Ward 7 Councilmember Wendell Felder expressed optimism about the incorporation of community feedback in the final plan, highlighting the importance of getting the development right at every stage of the process. The master plan is viewed as a pivotal step towards revitalizing the RFK Campus and fostering a lively community space for all residents.
