Statement from Mayor Bowser Opposing the D.C. Taxing Authority Review Act

(Washington, DC) – Mayor Muriel Bowser has publicly opposed the D.C. Taxing Authority Review Act, H.R. 9720, which is currently under consideration by the House Committee on Oversight and Government Reform. In a statement released today, Bowser emphasized that the proposed act would hinder the District’s ability to recover from the economic repercussions of the COVID-19 pandemic, the rise of federal remote work, and other challenges affecting the local economy.

“This would render the District incapable of recovering from the debilitating impacts of COVID,” Bowser stated. She asserted that a flourishing economy is essential for maintaining a safe and vibrant Nation’s Capital. The Mayor criticized the federal government’s interference in the District’s financial autonomy, arguing that it should instead focus on measures that foster local growth, particularly in light of reduced federal workforce activity.

Bowser proposed several alternatives that she believes would better support the District’s economic recovery. She called for changes to federal tax law that could help attract and retain residents, such as enhancing the childcare tax credit, reinstating the homebuyers tax credit, and introducing bonus depreciation for new construction projects, particularly multifamily buildings. “Any of those options will have a greater impact on the future of our capital city than the current proposal,” she added.

The Mayor’s statement comes at a pivotal time when many Washingtonians are looking for effective strategies to revitalize the local economy and improve public safety across various neighborhoods.
