Mayor Muriel Bowser announced a significant investment aimed at bolstering Washington, DC’s technology sector during the 11th annual DC Startup and Tech Week. The Office of the Mayor revealed over $5 million in funding to accelerate local startups and enhance the District’s tech economy. This funding initiative is designed to support six new startup accelerator cohorts and facilitate the launch of five new companies.

“To grow our economy, we must invest in the people and businesses creating good-paying jobs for DC residents,” Bowser stated. The funding is part of the Mayor’s broader economic Growth Agenda, which emphasizes diversifying the economy, enhancing access to capital, and strengthening competitive industries within the city.

The newly established Technology Ecosystem Fund, with an initial allocation of $2 million, aims to assist incubators, accelerators, and entrepreneurial programs that foster early-stage company development in DC. The inaugural awards from this fund were granted to three companies: New Majority Ventures, SOAR Bio, LLC, and Plug and Play, collectively receiving $2 million for their efforts to support local entrepreneurs and drive innovation.

Additionally, the Mayor announced seven investments totaling $3,150,000 made through the $26 million DC Venture Capital Fund, which seeks to provide early-stage financing and attract private investment into DC-based companies. The investments focus on industries such as artificial intelligence, cybersecurity, aerospace, and energy, effectively doubling the impact of the fund to $52 million.

Alongside the funding announcements, the Office of the Mayor released the State of DC Tech 2026 report, which outlines the current state of the District’s technology economy and identifies growth opportunities. The report indicates that there are approximately 51,000 technology jobs in DC, underscoring the importance of continued investment in this sector to foster job creation and economic resilience.

Mayor Muriel Bowser has put forward a significant package of legislation aimed at stimulating economic growth and advancing key projects across Washington, DC. The proposed initiatives are designed to diversify the city’s economy and create jobs, with a notable focus on affordable housing and community amenities in all eight wards. This move reflects the Bowser Administration’s ongoing commitment to enhancing the quality of life for DC residents through the end of her term.

The legislation encompasses a range of projects that together will introduce over 1,200 new housing units, with more than 700 classified as affordable. Key components include the modernization of Nationals Park, the expansion of healthcare access in Ward 7, and the continued development of Poplar Point in Ward 8. According to the Mayor, many of these projects have been in the works for over a decade and are now poised for implementation following extensive community engagement and negotiations.

Deputy Mayor for Planning and Economic Development Nina Albert emphasized that these projects are vital for delivering essential services and opportunities to the community, stating that they represent new amenities and investment for every part of the city. The proposed projects include the following:

  • Chevy Chase (Ward 3): This initiative will introduce 177 new housing units, including 90 affordable units, alongside a fully modernized community center and library.
  • Frank D. Reeves Center (Ward 1): The redevelopment will transform the historic center into a national headquarters for the NAACP, a hotel, residential units, and retail space, yielding 322 residential units, including 97 affordable ones.
  • Fletcher Johnson (Ward 7): After being vacant since 2011, this site will provide 800 residential units, with 241 affordable units, and include a freestanding emergency department to enhance healthcare services for residents.
  • St. Elizabeths East (Ward 8): The ongoing redevelopment of this historic campus includes plans for 682 residential units, 327 of which will be affordable, and 60,000 square feet of retail space, with a focus on grocery options.

The Bowser Administration is now seeking the approval of the Council to move forward with these essential projects, which are expected to bolster the city’s economy and enhance living conditions for residents throughout Washington, DC.

WASHINGTON, DC – In a significant legal settlement, Secession Golf Club, Inc., a country club based in Beaufort, South Carolina, has agreed to pay $1,047,991 to resolve allegations of violating the False Claims Act. The settlement stems from claims that the club improperly applied for and received a loan under the Paycheck Protection Program (PPP) despite being ineligible for such assistance.

The PPP was established through the Coronavirus, Aid, Relief, and Economic Security (CARES) Act to provide forgivable loans to eligible small businesses and nonprofits for job retention and other expenses. At the time of the loan application in 2020, organizations classified under section 501(c)(7) of the Internal Revenue Code, such as country clubs, were not eligible for PPP loans. Nonetheless, Secession Golf Club applied for a loan of $630,750, falsely certifying its eligibility and ultimately receiving full loan forgiveness.

This settlement resolves claims brought under the qui tam provisions of the False Claims Act, which allow private citizens to file lawsuits on behalf of the government. Aidan Forsyth, who filed the complaint, will receive approximately $115,279 as part of the settlement. The investigation was conducted by Assistant United States Attorney Sean M. Tepe and Auditor Timothy J. Hurley, supported by attorney Caitlin J. Kelly from the Small Business Administration (SBA).

The Department of Justice has been actively combating fraud related to COVID-19 relief programs, recently announcing the formation of the National Fraud Enforcement Division to investigate and prosecute misuse of taxpayer dollars. Residents who suspect fraudulent activity related to pandemic relief can report their concerns to the Department of Justice’s National Center for Disaster Fraud hotline.

While the claims resolved by this civil settlement are allegations only, and there has been no determination of liability, the case underscores the government’s commitment to maintaining the integrity of relief programs designed to support businesses during the ongoing economic challenges.

WASHINGTON, D.C. – A local business owner, Robert A. Terrell, 51, of Washington, D.C., and Bowie, Maryland, pleaded guilty to wire fraud in U.S. District Court for his role in falsifying documents to secure over $1.35 million in COVID-19 relief funds intended for struggling businesses. U.S. Attorney Jeanine Ferris Pirro announced the guilty plea on Thursday, detailing the fraudulent activities that misappropriated taxpayer resources during a critical time for many small businesses in the area.

According to court documents, Terrell is the sole owner of District Logistics LLC, established in 2016 and based in the District of Columbia. The company provides services such as hauling construction materials and snow removal. Between July 2020 and January 2022, Terrell applied for an Economic Injury Disaster Loan (EIDL) and subsequent modifications, which were part of a federal initiative by the U.S. Small Business Administration (SBA) to offer financial support amid the pandemic.

Initially, District Logistics received $125,800 in EIDL funds in July 2020. Terrell later secured an additional $384,100 in September 2021. However, in a bid to obtain a second modification for $2 million, Terrell provided the SBA with falsified financial documents, including doctored bank receipts and inflated debt disclosures. His fraudulent actions led to the approval of an additional $1.35 million that he misused for personal trading and gambling.

At his hearing before Judge Emmet G. Sullivan, Terrell’s case took an unusual twist as he attempted to deny his identity in court. Despite previously admitting his name, he later claimed to be “Robert Alphonso III, the General Executor of the Terrell Estate,” while representing himself. Sentencing has been scheduled for February 4, 2027, highlighting the serious consequences of his fraudulent actions as local authorities continue to address the misuse of federal programs.

This case serves as a reminder of ongoing efforts by federal authorities to combat fraud and protect taxpayer resources, particularly during vulnerable times such as the COVID-19 pandemic. U.S. Attorney Pirro emphasized the commitment to holding individuals accountable who exploit federal assistance programs designed to support the community.

(Washington, DC) – Mayor Muriel Bowser has publicly opposed the D.C. Taxing Authority Review Act, H.R. 9720, which is currently under consideration by the House Committee on Oversight and Government Reform. In a statement released today, Bowser emphasized that the proposed act would hinder the District’s ability to recover from the economic repercussions of the COVID-19 pandemic, the rise of federal remote work, and other challenges affecting the local economy.

“This would render the District incapable of recovering from the debilitating impacts of COVID,” Bowser stated. She asserted that a flourishing economy is essential for maintaining a safe and vibrant Nation’s Capital. The Mayor criticized the federal government’s interference in the District’s financial autonomy, arguing that it should instead focus on measures that foster local growth, particularly in light of reduced federal workforce activity.

Bowser proposed several alternatives that she believes would better support the District’s economic recovery. She called for changes to federal tax law that could help attract and retain residents, such as enhancing the childcare tax credit, reinstating the homebuyers tax credit, and introducing bonus depreciation for new construction projects, particularly multifamily buildings. “Any of those options will have a greater impact on the future of our capital city than the current proposal,” she added.

The Mayor’s statement comes at a pivotal time when many Washingtonians are looking for effective strategies to revitalize the local economy and improve public safety across various neighborhoods. As discussions around the D.C. Taxing Authority Review Act continue, Bowser’s administration remains focused on advocating for policies that prioritize the District’s economic resilience and community growth.
