A 29-year-old man has been sentenced to 18 years in prison for distributing child pornography and sexually abusing a 15-year-old girl, according to the U.S. Attorney’s Office for the District of Columbia. Tevon Stephens was sentenced to 216 months in U.S. District Court, where Judge Reggie B. Walton also mandated 15 years of supervised release and that Stephens register as a sex offender.
Stephens pleaded guilty to one count of distribution of child pornography and one count of first-degree child sexual abuse. During the investigation, he used a dating application profile to misrepresent his age and communicated with an undercover officer, whom he believed was a parent. In these exchanges, Stephens expressed sexual interest in minors and admitted to prior sexual contact with underage girls, ultimately sharing videos of child sexual abuse material.
Law enforcement arrested Stephens in March 2025 at his home, where they discovered thousands of images and videos of child sexual abuse material on his cell phone, including material he allegedly produced involving the sexual abuse of a 13-year-old girl. Further investigation revealed that Stephens had also contacted minor girls via two Instagram accounts and had sexual contact with one of them.
This case was prosecuted by Assistant United States Attorney Caroline Burrell and investigated by the FBI’s Child Exploitation and Human Trafficking Task Force. It falls under Project Safe Childhood, a national initiative aimed at combating child sexual exploitation and abuse by enhancing the collaboration between federal, state, and local resources.
