Mayor Bowser Breaks Ground on the $19 Million Modernization of Upshur Recreation Center and Outdoor Pool House

(Washington, DC) – Mayor Muriel Bowser recently marked the beginning of construction for the modernization of the Upshur Recreation Center and outdoor pool house. The project, which is estimated to cost $19 million, aims to enhance recreational facilities in Ward 4 and is part of the Bowser Administration’s broader initiative to improve recreational infrastructure across the city.

The existing facility, built in 1958, will undergo significant transformation, expanding from approximately 6,500 square feet to 9,500 square feet. According to the Office of the Mayor of Washington, DC, the updated campus will create a more cohesive recreational experience by integrating the recreation center and aquatic facilities. Planned features include an indoor half gymnasium, a multi-purpose room, a technology area, and an open lobby. Additionally, the outdoor area will receive a renovated pool house with new locker rooms, a splash pad, a playground, a full-sized basketball court, and picnic areas.

Delano Hunter, Director of the DC Department of General Services, noted the importance of the facility to the community, particularly as it serves one of the busiest outdoor pools in the city. The project also aims to improve ADA accessibility throughout the center and surrounding park.

Since 2015, the Bowser Administration has invested over $640 million in recreation center projects citywide, with $44 million specifically allocated for Ward 4. The modernization of Upshur Recreation Center is anticipated to be completed by Spring 2028 and will include significant participation from Certified Business Enterprises, amounting to more than $9 million in contracts.

According to Thennie Freeman, Director of the DC Department of Parks and Recreation, the continued investment in facilities like Upshur Recreation Center is vital for maintaining the city’s status as the top-ranked park system in the nation. The project promises to enhance community engagement and provide residents with improved recreational opportunities.
